Oficial, străinii din România sunt cuminţi
Ne-am interesat la Oficiul Român pentru Imigrăridacă toţi cetăţenii care au drept de sedere în ţara noastră vorbesc limba română. Dr. Nelu Pop, director general ORI, chestor principal de poliţie, ne-a răspuns: „Este recomandat pentru cetăţenii străini care aleg să vină la muncă în România să deţină cunostinţe minime de limbă română, în funcţie de specificul muncii prestate, dar nu este obligatoriu.” Altfel stau lucrurile cu cei care doresc să obţină cetăţenia română. Acestia, potrivit Legii nr. 21/1991, republicată în 2010, articolul 8, alineatul f, trebuie să cunoască limba română şi să aibă noţiuni elementare de cultură si civilizaţie românească, în măsură suficientă pentru a se integra în viaţa socială.
Dacă există cetăţeni străini care au drept de sedere la noi si sunt la zi cu toate documentele, evident, ca în orice ţară din lume, există si persoane care locuiesc ilegal. Potrivit acelorasi date oferite revistei Flacăra de către ORI, între ianuarie 2010 si martie 2011 au fost depistaţi ilegali 4.791 de cetăţeni străini. După moldoveni si turci, cei mai mulţi provin din China – 397, Tunisia – 338, Serbia – 171, Maroc – 134, Israel – 128, Ucraina – 122, SUA – 98 si India – 87.
„Referitor la comunităţile de cetăţeni străini constituite, acestea nu creează probleme din punct de vedere al respectării legislaţiei privind domeniul migraţiei. Din practică s-au constatat unele dificultăţi, individuale, în ceea ce priveste gestionarea documentelor, nerespectarea termenelor stabilite la reglementarea dreptului de sedere conferit de viză sau a unor decizii administrative emise de către ORIetc.,dar, per ansamblu, nu avem probleme mari legate de comunităţile de străini stabiliţi pe teritoriul nostru”, ne-a explicat dr. Nelu Pop, director general ORI, chestor principal de poliţie.
Asta nu înseamnă, însă, că nu sunt si destui cetăţeni străini care calcă alături de legea penală românească. Potrivit ORI, în primele trei luni ale acestui an, 2.014 cetăţeni străini au comis diverse infracţiuni. Top 10 la capitolul infracţiuni arată astfel: basarabeni, turci, ucraineni, sârbi, sirieni, pakistanezi, chinezi, irakieni, egipteni si albanezi. Cele mai multe infracţiuni sunt cele legate de trecerea frauduloasă a frontierei – 892 de cazuri, fals privind identitatea – 139, contrabandă – 106, evaziune fiscală – 102 cazuri, uz de fals – 55, înselăciune – 47, restul de 673 de cazuri fiind incluse la alte categorii de fapte penale.
