„Sistem = ansamblu de elemente (principii, reguli, forţe etc.) dependente între ele şi formând un tot organizat (…) sau face ca o activitate practică să funcţioneze potrivit scopului urmărit“ (Dicţionarul explicativ al limbii române).

Înainte de-a ne pune problema cum arată sistemul de sănătate din România, trebuie să ne întrebăm dacă măcar este un sistem. Elementele sale nu sunt dependente între ele decât în mică măsură, nu formează un tot organizat şi nu prea funcţionează potrivit scopului urmărit.

România ca o boală

Tentative de organizare a sistemului sanitar au existat. Mai întâi medicina de familie. Apoi carnetele de sănătate, care n-au folosit la absolut nimic. Pe urmă setul de analize gratuite – alte tipărituri şi distribuiri –, deşi acestea existau deja, tocmai prin medicii de familie. Acum, 18 milioane de oameni vor beneficia, de la 1 ianuarie 2011, de carduri naţionale de sănătate.

În paralel cu numeroasele reforme (neapărat radicale), cu rotirea celor mai mulţi miniştri pe un portofoliu, cu scandalurile de tot felul, am asistat la modificări fără număr ale listelor medicamentelor compensate şi gratuite, la lupta surdă dintre stat şi privat. În plus, de ani de zile se vorbeşte fără nici un rezultat practic despre eventuala acreditare a spitalelor, care există şi funcţionează inerţial, în vreme ce toate instituţiile de învăţământ au nevoie demult de acreditare, la fel ca şi posturile radio-TV.

Toate acestea, plus încă altele, au o legătură slabă sau chiar absentă cu Satana spre care se arată cu degetul: banii. Nu banii sunt prima problemă a Sănătăţii româneşti, ci organizarea, gândirea, claritatea, eficienţa şi stabilitatea deciziilor.

Catastrofe

Fireşte, nu tragediile definesc sistemul medical. Dar nici nu putem face abstracţie de ele, mai ales că unele par să nu fie accidente imprevizibile, ci efecte ale unor tare de fond.

• Septembrie 2008. Conducerea Maternității Giuleşti declanşează o anchetă în cazul unor bebeluşi care prezentau pe corp leziuni suspecte. Reiese că micuţii, născuţi prematur, au fost arşi deoarece o asistentă a încurcat spirtul cu un dezinfectant puternic.

• Septembrie 2008. Un băieţel de 3 ani, internat pentru „buză de iepure“ şi „gură de lup“, moare după ce o asistentă de la Spitalul Marie Curie îi face două injecţii. La şase ore după operaţie, copilul a început să sângereze, iar după ce asistenta i-a făcut două injectii, intră în stop cardiorespirator şi moare.

• Octombrie 2008. O asistentă de la Spitalul Grigore Alexandrescu din vina căreia, în martie, un copil de 9 ani a ajuns să sufere o intervenţie chirurgicală inutilă, încurcă din nou un copil sănătos cu unul care trebuia operat. Din fericire, medicul recunoaşte pacientul.

• Iunie 2009. Un copil de 3 ani moare la Centrul Medical Unirea, în urma unei anestezii.

• August 2009. Daniela Dulgheru ajunge cu bebeluşul la spitalul de copii din Bârlad. Mama, simţindu-se rău, îl lasă în grija unei asistente. Ulterior, micuţul cade din pat în cap, pe ciment. Asistenta medicală şi conducerea spitalului au încercat să o liniştească pe mamă: i-au spus că astfel de lucruri se mai întâmplă!

• Noiembrie 2009. O asistentă de la Maternitatea Bucur uită un bebeluş într-un incubator. Copilul suferă arsuri grave, unele până la os, pe 20% din suprafaţa corpului.

• Mai 2010. La Spitalul Judeţean din Slatina, un copil în vârstă de nouă ani moare la patru zile după ce a fost adus pentru a i se trata o fractură la antebraţul stâng. În acest caz, conducerea spitalului a decis desfacerea contractelor de muncă ale celor doi medici care l-au tratat pe copil.

• August 2010. Un copil de 9 ani moare la Spitalul de Urgenţă Slatina după ce a fost internat pentru o fractură la mână.

• August 2010. La Spitalul din Titu, o fetiţă de 6 luni moare după ce medicii stabiliseră că nu are nimic grav.

• August 2010. Un copil de opt ani, care a ajuns la Spitalul Municipal Olteniţa cu o plagă la genunchi, moare două zile mai târziu.

• August 2010. Tragedia de la Maternitatea Giuleşti. Spitalul nu avea sistem anti-incendiu, copiii prematuri erau singuri, iar uşa de la palier nu putea fi deschisă decât cu cartelă.

Pedepse

• Doctorul ginecolog Viorica Pătraşcu a fost condamnată la doi ani cu suspendare pentru ucidere din culpă în cazul femeii care a decedat la naştere. Pe lângă condamnare, medicul trebuie să plătească, împreună cu Spitalul Judeţean de Urgenţă Sfântul Pantelimon din Focşani și Allianz Ţiriac Asigurări SA Focşani, 100.000 euro daune morale şi 10.000 daune materiale.

• Medicul anestezist Dinu Arhil, vinovat de decesul pacientei Adrea Jarwal, trebuie să plătească daune morale în valoare de 77.000 de euro şi să asigure celor doi copii ai victimei o pensie alimentară lunară de câte 100 de lei (!). Doctorul a fost condamnat la doi ani cu suspendare. Instanţa a decis că va putea să profeseze în continuare meseria de medic anestezist. Decizia vine după aproape trei ani de procese.
